Preheat oven to 350 degrees. Line a baking sheet with parchment paper and set aside.
Prepare flax egg by whisking together one tablespoon ground flax seeds and 2 tablespoon water and set aside.
Whisk together flour, baking soda, and salt in a separate bowl.
In a bowl incorporate sugar, oil, and maple syrup until fluffy using a hand mixer or stand mixer.
Add flax egg and vanilla and mix again.
Add flour mix to oil and sugar mixture a little at a time until fully incorporated and soft dough forms.
Fold in raisins and popcorn.
Scoop cookies onto prepared baking sheet leaving 1-2 inches between each and press down lightly on each with your hand.
Bake for 11-12 minutes or until edges and bottoms are lightly browned. Center will still be a little soft. Allow to cool before enjoying!
